find out any factors affecting wait times - apply as student

As a parent I would like for the system to look into any factors that affect the wait times and apply the result to change my waitlist position

Given that that the student hasn't joined a previous group When switching waitlists from a younger group to an older one Then the "date of application" will be transferred with x months added as an apology for missing the previous age group

Given that one sex makes up more than 90% of the group being applied to When space is opened up for that group Then the other sex will have x months added to make up for the gender ratios
