(ready label) verify achieved badges - verify badge

as a volunteer I would like for the system to automatically deny badge applications if the badges required for completion are not completed so that I do not have to waste time responding to applications where the badges are not completed

GIVEN that the student has completed the badges listed in the requirements for the badge they are applying for when applying for said badge then their application willbe available for volunteers to access and review

given that the student has not previously completed a badge required for the applied badge's completion when applying then the application will be automatically denied
