apply for SG group

weekly groups are held and the user can apply for one and if there is space then they can join if not they can join the waiting list

(I believe this is the task that will take up the most computing power so I am using it for 2 nfrs)

This corresponds to the performance nfr: the user needs a response within 10 seconds

This also corresponds to the scalability nfr as the system should
