As an admin I would love to add a new user to the system

Description: The admin should be able to add a new user or admin to the system. the system should also have specific routes that are only accessible by the admin

Acceptance Criteria

• Simultaneous Gameplay:
  • Admin should be able to add a user
  • when admin logs in , the banner should be different that when the user logs in
  • admin and users should be able to access different routes
