Import working spaces CSV

As an administrator I would like to import CSVs so that I can update batches of working spaces easily

Tasks

• Add file upload interface for CSVs
• Import data from uploaded CSVs into the database

Acceptance criteria

• Administrators can upload CSVs from an admin page
• Working spaces get updated from the CSVs uploaded
