Fix modal scaling

fixed modal scaling on smaller display sizes, modal footer with nav buttons is now sticky and visible even when scrolling overflow content.

Also cleaned up some unused and deprecated code and changed to && conditional rendering of modal components to make code more readable and maintainable.

Also updated button colours to match site/brand colour scheme
