Create the Homepage

This merge request includes the initial implementation of the Risk Detection System for the Talkative video contact centre. Key features include a welcoming homepage with a jumbotron for the introduction, a navigation bar with links to relevant sections (Homepage, Information, IP Risk Test, E-mail Risk Test, and Image Risk Test), and individual sections for each risk test. The homepage and navigation bar have consistent styling with a background color of #041e39, and the layout is designed to be responsive across different devices. Additionally, the jumbotron text is styled with black color on a white background to ensure readability.
