As a site admininstrator I want to be able to review submited trail checkpoints by bussiness owners, so that they might be added to the existing trails

• The bussiness owners can submit a request to add their business to a specific trail
• The admin can review pending requests and either accept/decline it
• The bussiness owner can see the status of their request (Not completed due to time constraints - CB)
• If approved, the request is added to the trail
