Use runfiles to facilitate installing multiple CUDA versions

• Use runfiles to allow multiple CUDA versions to be installed on the same host
• Install cuDNN libraries
• Install helper tool to switch between CUDA versions (updating PATH and LD_LIBRARY_PATH)
